About this role

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development projects across Civil Aviation fields and manages the ICAO Roster of Experts.

Assess airport management structure, personnel qualifications and capabilities, as well as available by-laws, regulations, and procedures on airport operation and management. Evaluate ground operation equipment, passenger terminal facilities, aviation security, and controls on airside access. Review previous ICAO fact-finding mission reports and civil aviation master plan findings on major airports.

Engage in discussions with airport and national airline officials to inform assessments. Work collaboratively within the team to achieve organizational goals, valuing others' ideas and supporting group decisions. Demonstrate professionalism, communication, teamwork, and planning skills in stressful situations.

Prepare proposals for upgrading airport management structure, introducing regulations, improving security, defining human resources needs, and training personnel. Develop detailed lists of required equipment for ground handling of aircraft, passengers, and freight. Propose improvements to parking, terminal facilities, and commercial activities, plus perform other related duties as assigned.

Responsibilities

  • Assess airport management structure and airport personnel qualifications and capabilities as well as any available by-laws, regulations and procedures on airport operation and management
  • Assess available ground operation equipment, passenger terminal facilities, aviation security and other controls on the access to the air side
  • Review previous ICAO fact-finding mission reports and/or the findings and recommendations of a civil aviation master plan regarding the status of major airport(s)
  • Prepare proposals for upgrading the airport management structure and introduction of essential regulations and procedures as well as improvement of security procedures and access to the air side
  • Define human resources requirements for airport management and operations and proposals for the training of existing or new personnel
  • Develop a detailed list of equipment required for ground handling of aircraft, passengers and air freight at the airport
  • Propose any other improvements related to airport operations and management including parking areas, use of passenger terminal facilities, possible commercial activities
