About this role

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects in civil aviation. It identifies priority areas, develops objectives, activities, and deliverables, sets timelines, and specifies budgetary requirements. The Field Personnel Section (FOS/FRU) recruits international experts and manages the ICAO Roster of Experts.

Assess the adequacy of existing aviation security arrangements, considering ratification of the Tokyo, The Hague, and Montreal Conventions and balancing AVSEC measures with air travel facilitation. Correct deficiencies revealed by the Universal ICAO Aviation Security Programme. Advise on planning, responsibilities, establishment of Aviation Security Units, and organization to develop or improve Aviation Security Programmes.

Develop details of Security Plans and further documentation as required. Review security measures for mail, air cargo, cooperation with other States, and private agencies for inclusion in the National Civil Aviation Security Programme (NCASP). Examine aircraft in-flight security, anti-hijacking procedures, security devices, and intelligence procedures.

Produce planning documentation for NCASP inclusion and propose AVSEC organization, manpower development plans with cost estimates and training. Organize, prepare, and present training courses. Perform other related duties as assigned within the ICAO Roster framework.

Requirements

  • Demonstrates professional competence and mastery of aviation security (AVSEC) subject matter
  • Knowledge of Tokyo, The Hague, and Montreal Conventions and balancing AVSEC with facilitation
  • Experience assessing and correcting deficiencies under Universal ICAO Aviation Security Programme
  • Ability to develop National Civil Aviation Security Programme (NCASP) documentation and plans
  • Proficiency in reviewing aircraft security, cargo protection, and anti-hijacking procedures
  • Skills in organizing and presenting AVSEC training courses
  • Shows persistence when faced with difficult AVSEC problems or challenges
  • Exhibits openness in sharing information on aviation security intelligence

Responsibilities

  • Assess the adequacy of existing aviation security arrangements and organization, considering ratification of the Tokyo, The Hague and Montreal Conventions
  • Correct AVSEC deficiencies as revealed by the Universal ICAO Aviation Security Programme
  • Advise on planning and assignment of responsibilities, establishment of Aviation Security Units and organization for Aviation Security Programmes
  • Develop the details of a Security Plan and further Aviation Security documentation
  • Review security measures for protection of mail and air cargo, cooperation with other States and private security agencies
  • Review security measures aboard aircraft in flight, anti-hijacking procedures, security devices and intelligence procedures
  • Produce planning documentation for inclusion in the National Civil Aviation Security Programme (NCASP)
  • Propose AVSEC-related organization and manpower development plans, including cost estimates and training plans
