About this role
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects. The Field Personnel Section (FPS/FRU) recruits international experts for civil aviation capacity development and manages the ICAO Roster of Experts. This role supports national aviation security enhancements.
Assess adequacy of existing aviation security arrangements, considering ratification of Tokyo, The Hague, and Montreal Conventions. Correct AVSEC deficiencies revealed by the Universal ICAO Aviation Security Programme. Advise on planning responsibilities and establishing Aviation Security Units for aerodromes.
Develop details of Security Plans and documentation for the National Civil Aviation Security Programme (NCASP). Review measures for mail, air cargo protection, and cooperation with other States. Examine aircraft in-flight security and anti-hijacking procedures.
Produce planning documentation and propose AVSEC organization, manpower plans with cost estimates and training. Organize, prepare, and present training courses. Perform other related duties as assigned within the international expert team.
Requirements
- Demonstrates professional competence and mastery of aviation security subject matter

- Speaks and writes clearly on aviation security topics, tailoring to audience
- Works collaboratively to achieve organizational aviation security goals
- Knowledge of Tokyo, The Hague, and Montreal Conventions
- Expertise in Universal ICAO Aviation Security Programme audits
- Ability to develop National Civil Aviation Security Programmes (NCASP)
Responsibilities
- Assess adequacy of existing aviation security arrangements and organization, balancing AVSEC measures and facilitation
- Correct AVSEC deficiencies as revealed by the Universal ICAO Aviation Security Programme
- Advise on planning, assignment of responsibilities, and establishment of Aviation Security Units
- Develop details of a Security Plan and further Aviation Security documentation
- Review security measures for protection of mail, air cargo, and cooperation with other States
- Review security measures aboard aircraft in flight and anti-hijacking procedures
- Produce planning documentation for inclusion in the National Civil Aviation Security Programme (NCASP)
- Propose AVSEC-related organization and manpower development plans, including cost estimates and training
