About this role

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) develops, implements, monitors, evaluates, and closes Technical Assistance (TA) and Technical Cooperation (TC) projects in Civil Aviation. The Field Personnel Section (FPS/FRU) recruits international experts for Capacity Development projects and manages the ICAO Roster of Experts. This role supports country-specific and regional aviation security initiatives.

Assess the adequacy of existing aviation security (AVSEC) arrangements, considering ratification of the Tokyo, The Hague, and Montreal Conventions and balancing security with air travel facilitation. Correct AVSEC deficiencies identified by the Universal ICAO Aviation Security Programme. Advise on planning responsibilities and establishment of Aviation Security Units.

Develop details of Security Plans and further AVSEC documentation as required. Review security measures for mail, air cargo, cooperation with other States, and private agencies for inclusion in the National Civil Aviation Security Programme (NCASP). Examine aircraft in-flight measures, anti-hijacking procedures, and intelligence dissemination.

Produce planning documentation formatted for NCASP inclusion and propose AVSEC organization, manpower development plans with cost estimates and training. Organize, prepare, and present training courses on aviation security. Collaborate within international expert teams on global Civil Aviation projects.

Requirements

  • Demonstrates professional competence and mastery of aviation security subject matter

  • Speaks and writes clearly on AVSEC topics, tailors communication to audience
  • Works collaboratively with colleagues on organizational AVSEC goals
  • Knowledge of ICAO Aviation Security Programme and related conventions
  • Expertise in developing National Civil Aviation Security Programmes (NCASP)
  • Experience reviewing aerodrome-specific security problems

Responsibilities

  • Review security measures aboard aircraft in flight, anti-hijacking procedures, and intelligence collection
  • Produce planning documentation for inclusion in the National Civil Aviation Security Programme (NCASP)
  • Organize, prepare, and present training courses
