About this role
Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section develops, implements, monitors, and evaluates Technical Assistance projects in civil aviation. It identifies priority areas, develops objectives, activities, and deliverables for country-specific and regional programs. The Field Personnel Section recruits international experts for the ICAO Roster of Experts.
Assess the adequacy of existing aviation security arrangements, considering ratification of the Tokyo, The Hague, and Montreal Conventions and balance between AVSEC measures and air travel facilitation. Focus on detection technologies and AVSEC equipment to address deficiencies revealed by the Universal ICAO Aviation Security Programme. Advise on planning, responsibilities, and organization of aviation security units.
Develop details of security plans, including detection technologies, AVSEC equipment, training, and further documentation. Review measures for mail, air cargo protection, and cooperation with other states and agencies. Produce planning documentation and propose development plans with cost estimates for the National Civil Aviation Security Programme (NCASP).
Organize, prepare, and present training courses on AVSEC-related detection technologies and equipment. Review on-board aircraft security, anti-hijacking procedures, and intelligence dissemination. Perform other related duties as assigned within civil aviation fields.

- Expertise in ICAO Universal Aviation Security Programme and National Civil Aviation Security Programme
- Ability to organize and present training courses on AVSEC detection technologies
Responsibilities
